Ich würde testweise set awe_ingame_vote_allow_gametype 1 auf 0 setzen sowie set awe_ingame_vote_allow_map 1 auf 0.
So wie ich die Einstellungen interpretiere, deaktiviert man damit den extended Mapvote. Eventuell ist das die Lösung für dein Problem.
Zumindest würde ich vermuten, dass nun 5 Maps zur Auswahl stehen (bzw. 4 und die Option, die letzte Map erneut zu wählen, da du set awe_map_vote_replay auf "1" gesetzt hast)
Tipp: AWE zwei Maps lang laufen lassen und dann sollte spätestens am Ende der Zweiten Map das Mapvote auftauchen.
Falls du doch mit extended Map Vote arbeiten willst, dann musst du eine mapvote.ini anlegen. Frage mich aber bitte nicht, wie das geht.
